EU Parliament Rejects Proposal for Smoking Ban

The European Parliament has voted overwhelmingly against a resolution aimed at expanding smoke-free policies, with 378 votes against, 152 in favor, and 26 abstentions. Despite support from the European People’s Party (EPP), Socialists and Democrats (S&D), Renew Europe, and the Greens/EFA, the proposal was rejected after the European Conservatives and Reformists (ECR) introduced amendments that were adopted by a majority of the EPP.

These amendments, which focused on differentiating e-cigarettes and heated tobacco products from traditional cigarettes, caused division within the original coalition. S&D negotiator Alessandra Moretti criticized the EPP for supporting the ECR amendments, accusing right-wing groups of undermining public health protections for vulnerable groups like children and pregnant women.

The European Commission’s proposal aimed to strengthen smoking regulations by addressing the health risks of vaping and other non-nicotine products. It also sought to extend smoking bans to outdoor areas, including semi-enclosed spaces such as patios, balconies, and rooftops in service areas like restaurants and bars.

The ECR argued that vaping should be recognized as a helpful tool for those trying to quit smoking, opposing the Commission’s approach. Patriots for Europe also voted against the resolution, arguing that smoking regulations should be managed by individual EU member states, not the European Union.

While the guidelines, if adopted, would be non-binding, they were designed to provide a framework for member states to follow in reducing tobacco-related cancer. This vote marks a significant blow to the Commission’s public health goals.

The European Council will review the proposal at the upcoming health ministers’ meeting, and a final decision could shape future policies on smoking regulation across the EU, though compliance will be voluntary. This development underscores the ongoing debate over the role of the EU in public health and the balance between individual freedoms and scientific recommendations.
